State-run enterprises were responsible for most of that pollution, accounting for 57 percent of worldwide fossil-related emissions. Across every continent, output climbed; Asian operators, primarily owned by China, accounted for nearly 30 percent of the total recorded. Of the twenty highest-emitting entities, seventeen are backed by nations resisting plans to abandon fossil fuels during the Paris Climate talks.
