The Bullard Center for Environmental and Climate Justice at Texas Southern University was selected as one of the eleven “Grantmakers” under its $600 million Environmental Justice Thriving Communities Grantmaking (EJ TCGM) program, created by President Biden’s Inflation Reduction Act (IRA), the largest investment in climate action in history.

The Center will co-lead the project with community partner ACTS, Achieving Community Tasks Successfully (ACTS)  to maximize the impact of these combined environmental justice funds—and ensure the resources follow the needs of disadvantaged communities and organizations that historically have been left out and left behind throughout EPA Region 6.

The allocation of this funding, which amounts to $40 million in grants spread over a three-year period, reflects the Biden-Harris Administration's commitment to removing longstanding barriers that have hindered communities in their pursuit of federal grants.

Grants will be awarded with guidance from a committee of environmental justice leaders representing communities throughout the region.

Communities will be able to apply to the TSU Grantmakers Program for subgrants to fund a range of different environmental project activities, including (but not limited to) small local clean ups, local emergency preparedness and disaster resiliency programs, environmental workforce development programs for local jobs reducing greenhouse gas emissions, fence-line air quality and asthma related projects, healthy homes programs, and projects addressing illegal dumping and a host of other environmental areas.

Projected Award Levels
*Through a non-competitive process, we will also award grants of up to $75,000 to capacity-constrained communities and community-based organizations under Tier One.

Who Can Apply?
Eligible Thriving Community Subgrantee Entities:
*Federal or state-registered nonprofit organizations
*Community-based and grassroots nonprofit organizations
*Philanthropic and Civic organizations with nonprofit status
*Tribal governments (both federally recognized and state-recognized) and intertribal consortia (i.e., a partnership between two or more tribes that work together to achieve a common objective.)
*Native American Organizations (includes Indian groups, cooperatives, nonprofit corporations, partnerships, and associations that have the authority to enter into legally binding agreements)
