Thriving Communities Grantmaking Program (TCGM)

The Bullard Center for Environmental and Climate Justice at Texas Southern University was selected as one of the eleven “Grantmakers” under its $600 million Thriving Communities Grantmaking (TCGM) program.

The Bullard Center will co-lead the project with community partner, Achieving Community Tasks Successfully (ACTS)  to ensure resources and this funding is available for communities throughout EPA Region 6.

The allocation of this funding, which amounts to $40 million in grants spread over a three-year period. Grants will be awarded with guidance from reviewers and an advisory committee with years of experience working on environmental health, resiliency and community engagement initiatives.

Communities will be able to apply to the TSU Grantmakers Program for subgrants to fund a range of different environmental project activities, including (but not limited to) small local clean ups, local emergency preparedness and disaster resiliency programs, environmental workforce development programs for local jobs reducing greenhouse gas emissions, fence-line air quality and asthma related projects, healthy homes programs, and projects addressing illegal dumping and a host of other environmental areas.

award tiers

Noncompetitive- for severely capacity constrained organizations, $75,000,  1 year, Assessment, Planning, Project Development or Implementation

Tier I (Competitive)- assessment projects  $150,000, 1 year

Tier II (Competitive)- planning projects($250,000), and 1 year or 2 years

Tier III (Competitive) - development and implementation projects $350,000, 2 years

who can apply

Organizations located in or working in Texas, New Mexico, Oklahoma, Arkansas or Louisiana.
Eligible Thriving Community Subgrantee Entities
  • Federal or state-registered nonprofit organizations
  • Community-based and grassroots nonprofit organizations
  • Philanthropic and Civic organizations with nonprofit status
  • Tribal governments (both federally recognized and state-recognized) and intertribal consortia (i.e., a partnership between two or more tribes that work together to achieve a common objective.)
  • Native American Organizations (includes Indian groups, cooperatives, nonprofit corporations, partnerships, and associations that have the authority to enter into legally binding agreements).
Applicants must have a UEI number from sam.gov; A 501(c)3 is not required to obtain a UEI number or to apply for funds under this program.

Eligible applicants may apply with partners/sub applicants. The applying organization must meet eligibility criteria.
